On December 1, 2009, EPA has issued a long-awaited final stormwater rule, impacting nearly every construction and development project in the United States. The rule imposes an enforceable numeric limit on stormwater discharges from large construction sites, requires monitoring to ensure compliance with the numeric limit, and requires nearly all construction sites to implement a range of erosion and sediment controls and pollution prevention measures. The rule took effect on February 1, 2010, while the numeric limit and associated monitoring requirements applicable to large sites will be phased in over four years. This webinar will address key issues including the new EPA rule and general requirements for NPDES permits, and legal and environmental implications of the rules.

About the Presenters:
Mr. Jeffery L. Caufield is a partner in the law firm Caufield & James LLP, which specializes in environmental litigation and regulatory matters. Mr. Caufield has authored numerous publications and articles on environmental issues and is a frequent speaker at national and international environmental conferences. He has a undergraduate degree in environmental studies from the University of California, Santa Barbara and has assisted in laboratory research in the remediation of soil and groundwater contaminants. Mr. Caufield also clerked for the United States Department of Interior, Regional Solicitors Office and the California Department of Fish and Game, Legal Advisor’s Office. Mr. Caufield has represented a wide range of clients.
Dr. Ioana Petrisor is a senior environmental biochemist with Haley & Aldrich, Inc. (an environmental consulting Company) and the Editor-in-Chief of Environmental Forensics Journal. She is an experienced scientist specializing in environmental forensics. In this quality, Dr. Petrisor routinely employs cutting-edge scientific techniques (fingerprinting methods) to investigate the source and age of environmental contamination and help clients recover remedial costs from responsible parties and insurance agencies. Dr. Petrisor has experience in both Academia and Industry, and has been the recipient of several U.S. Department of Energy research grants. She has a vast publication record of more than 70 scientific articles, 17 editorials, 4 book chapters and one invention patent. She has recently written comprehensive review articles on “Tracking Chlorinated Solvents in the Environment” and Defective Chinese Drywall.
